It is an Upgraded OEM Motor Speed Controller Board. These are Upgraded OEM boards as Icon discontinued many of the mc2100lts-30
It comes with the cables for the retrofit.

Installation Guidelines:
1) Unplug unit from wall outlet
2) Remove Motor hood and disconnect control board, keep track of connections.
3) Dismount old board and mount new one.
4) Reverse the leads disconnected in step 2
5) Plug in Machine and calibrate the unit, search you tube search "calibrate icon treadmill" for instance.
